Unused is the whole test
The carrier checks one thing before releasing postage: whether the barcode ever met a scanner. Paper that stayed home comes back; paper that traveled is spent.
Two doors to the same button
The cancel action lives with the label, not with the order, so the path runs through whichever label screen your account uses. eBay's help page gives the window in one sentence: “You have 28 days to cancel an unused USPS, FedEx, or UPS label purchased on eBay.” Past that, the postage stays spent whether or not the box ever shipped.

Picking a reason is part of the flow, and it is worth picking honestly — a cancellation because the sale fell through and one because the label carried the wrong weight lead to different next moves on the order itself. Nothing else is required from the parcel; the box can already be repacked before the request goes in.
After Send request, the carrier takes over
Sending the request is the fast half. The slow half belongs to the carrier, which verifies the label never entered its network before letting go of the postage: “It can take up to 21 days for the carrier to approve or reject the refund,” and on approval “funds will be credited to your original funding source” (ebay.com, read 2026-08-10). A quiet three weeks is the process working, not failing.
The money retraces its steps
Original funding source means whatever paid for the label — a card, a linked account, seller funds. No store credit is involved, which separates eBay's model from platforms that refund postage as label credit.
The order still owes tracking
When the shipment goes out on a replacement label, eBay requires the new tracking number to be added to the order alongside the canceled one, so the buyer's view follows the barcode that is actually moving.
Labels the cancel button will not touch
Three exceptions on eBay's page take the option away entirely, and two of them surprise people because no package ever moved.

One distinction saves sellers money in both directions: a bad printout is not a reason to cancel. eBay serves the same label again at no extra cost for 7 days after purchase, so a smudged sheet needs the download button, while a wrong-details label needs the cancel button — mixing the two either wastes postage or reprints a mistake.
