Anything carrying a large package surcharge or an additional handling charge, and anything over the maximum size or weight limits, is excluded. So is the whole shipment if one parcel in it is.
Most people arrive here after a late parcel, and the answer usually disappoints. In the United States the commitment covers four domestic services, all of them air, and it has been suspended for everything else since the pandemic without being reinstated. Ground is not covered. Where it does apply, the deadline to ask is fifteen calendar days, and the money comes back to whoever paid the freight.
UPS markets this as the Money-Back Guarantee in Europe. The US contract calls it the UPS Service Guarantee, and that is the phrase the tariff answers to.
Section 54 of the US tariff lists the services UPS undertakes to deliver on schedule to all fifty states and Puerto Rico. Four of them are domestic. Everything absent from that list, Ground included, moves on a target rather than a promise.

On time has a definition, and it is tighter than most people expect. The tariff deems delivery on schedule when it is attempted before or within 60 seconds of the published time. It also reserves the right to amend the actual delivery time shown in tracking or proof of delivery within forty-eight hours, which is why a package that read late on Tuesday evening can read on time by Thursday.
Section 54.2 is the part worth reading before you spend an afternoon on a refund. These are the exclusions most likely to catch an ordinary shipper.

Delays from causes outside UPS control are excluded by name: adverse weather, acts of God, strikes and labor disputes, civil unrest, acts of public authorities, security regulations, and disruption of the air or ground network.
A Delivery Intercept, a Delivery Change Request or a My Choice instruction removes the commitment, as does a Call Tag shipment or a Ground Returns parcel.
Ground and Standard parcels picked up or scheduled for delivery on the dates in the year-end holiday schedule are excluded, which is exactly when people care most.
The consignee name, deliverable address and ZIP have to be right, and the address on the label has to match the address in the data UPS received. No PO boxes.
Air and 3 Day Select shipments of hazardous materials are excluded, along with international dangerous goods on everything except UPS Standard.
One structural point sits underneath all of it. UPS reserves the right to cancel, suspend or modify the commitment for any service, for any period, at its sole discretion and without prior notice. The suspension of Ground is not an anomaly in the contract, it is the contract working as written.
The refund is transportation charges, credited or refunded at UPS's option, to the payer of those charges only. The tariff says explicitly that transportation charges do not include other fees, naming fuel surcharges, and that this is the sole remedy available. No compensation for the meeting you missed.
That last step is the one that trips up anybody who bought a label online rather than at a counter. The payer of record is the account the label was printed against, not the card you typed in. If a parcel you bought through SMKlog missed a covered commitment, send the tracking number to [email protected] inside the fifteen days and we will file it. Whether UPS pays is decided by the terms above, not by us.
