Three details do more damage than the headline number. Only one additional handling charge is assessed per package, applied in the order weight, length plus girth, length, width, cubic size, packaging. A package caught by any of the dimension triggers also picks up a minimum billable weight of 40 lb, so a light awkward box gets rated as if it were heavy. And no additional handling charge is assessed at all when the large package surcharge applies, because that tier replaces it.

$30.13 becomes $81.72 on UPS Ground for the same 25 pounds. The bigger carton is well under the large package threshold, so this is additional handling territory rather than the tier above it, and the extra dimensional weight of the larger box is doing part of the work alongside the flat charge. An everyday carton of books or mugs gets nowhere near these limits, which is the useful news: this fee is for awkward freight.
