Why the question keeps coming up

The confusion has a real source. UPS does sell paid delivery products — signature confirmation and a Premium tier of UPS My Choice both cost money, and both sit near tracking in the checkout flow. It is a reasonable guess that a third nearby feature is paid too. It is also wrong: the tracking number itself is not one of the two paid products, it is what every UPS rate already includes before either of them gets added.

UPS says so on its cheapest tier

If a bare-bones economy service still ships with tracking, nothing cheaper is being sold without it. UPS's own Ground Saver page settles the question on the tier built to compete on price alone.
