Read the Australia row carefully: UPS was two cents behind FedEx's cheapest returned service on that lane, close enough that a different box or a different week could flip the order. Canada and the UK both went to UPS. Germany returned FedEx and DHL Express only on this box and this date — not a rule against UPS shipping to Germany generally, just what came back from SMKlog's own rate engine that day.

International pricing adds a fourth variable — the destination country's own customs handling and UPS's negotiated lane cost into it — and UPS does not publish that combination as a table anywhere.
