There is a separate exemption for low-value personal parcels, and it is not printed here. The customs authority page that states it did not respond when this page was written on 2026-08-07, and a threshold repeated from memory is worth nothing to somebody deciding whether to split a shipment. Ask the recipient to confirm the current figure with the General Authority of Customs before planning around it.
