The bans cluster around sugar
Most prohibition lists are a scatter of unrelated hazards. Belize's has a spine to it. Three of its four entries touch sweeteners or tobacco, which is a rare thing to see and a useful one to notice, because it tells a sender what the border is actually watching for.

Tobacco packed with other merchandise is barred, and so is tobacco sweetened with the leaves of other plants. Flavored and blended products are the target.
Arms and ammunition
The one entry off the theme is the standard bar on arms and ammunition, prohibited outright as on most lanes.
The saccharine entry is the one that trips up ordinary shipments, because it is not about a packet of tabletop sweetener alone. Sugar-free drink mixes, some protein powders, diet foods and a range of supplements list an artificial sweetener among their ingredients, and the phrase articles containing them pulls those in. Check the label before a food or supplement box goes toward Belize, since the ingredient rather than the product name is what the rule reads.
Jewelry is allowed, on one condition
Where most Central American and Caribbean listings bar valuables flatly, Belize takes a different line. It lets them through when they are ornamental, and holds them out when they are not.
The listing permits coins, platinum, gold, silver, precious stones, jewelry and bullion when they are clearly intended for purposes of ornament. The word doing the work is ornament. A necklace or a decorative piece a person would wear reads as ornamental; a plain gold bar or a roll of coins sent for their metal value does not, and it falls back under the prohibition on valuables. A sender mailing a keepsake has room here that a sender moving bullion does not, and the distinction is the recipient wearing it rather than banking it.
Even where a piece qualifies, the express product carries its own bar on coins, currency, precious metals, stones, jewelry and watches, so an ornamental item that is welcome on the ordinary parcel is not welcome on Priority Mail Express International. Three duties, one CIF value
Belize is a Caribbean Community member rather than a CAFTA-DR one, so United States goods do not enter under a free-trade schedule the way they can to Honduras or El Salvador. United States trade guidance describes the Customs and Excise Duties Act as the framework under which Belize assesses Import Duties, Revenue Replacement Duties and Excise Duties, and states that the department values goods on their CIF value using the original commercial invoice. Three separate charges can therefore stack on one parcel, each calculated on the cost of the goods plus the freight and cover to get them there.
The Revenue Replacement Duty is the entry outsiders miss, because it has no United States equivalent and sits on top of the ordinary import duty. That charge is a Belize customs matter, not postage, and nobody collects it at this end. It is why the commercial invoice and a realistic declared value carry weight on this lane, since the assessment is built from the CIF figure the paperwork shows.
