Getting a dog into Hawaii: the quarantine, not a shipping label

Nobody ships a dog to Hawaii the way they ship a box. A dog flies as airline cargo or checked baggage, and the harder part starts after landing: Hawaii is rabies-free, and every arriving dog goes through the Animal Industry Division's quarantine process. Do the paperwork right and a dog clears at the airport in an hour; get it wrong and the same dog can sit in quarantine for up to 120 days. Why Hawaii is different from every other state

Moving a dog between most states is a matter of a health certificate and current vaccination records, set by whichever state the dog is entering. Hawaii adds a layer on top of that, and its own Animal Industry Division explains why directly.

Because the mainland United States is not rabies-free, every dog arriving in Hawaii is quarantined by default. The state runs two tracks: a standard quarantine that can run up to 120 days for a dog with no advance paperwork, and the 5 Day Or Less program, which releases a dog at the airport within about an hour when every requirement below is met before the flight lands.

What the 5 Day Or Less program requires

The program is built around a timeline, not a single form. Each step has its own deadline counted backward from the arrival date, and missing one step is what turns a fast airport release into a lengthy quarantine.

The state's own warning is worth repeating in full: “WITHOUT A PASSING TEST RESULT AND REQUIRED VACCINATIONS PRIOR TO DEPARTURE, A PET WILL BE QUARANTINED FOR UP TO 120 DAYS UPON RETURN” (Hawaii Animal Industry Division, read 2026-08-19). That line refers to Hawaii residents returning with a pet, but the same paperwork failure produces the same outcome for a dog arriving from anywhere else.
