Net is the contents. Tare is the packaging. Gross is what the scale reads with both on it, and gross is the only one of the three a carrier has any interest in. Then it gets compared against a fourth figure derived from the carton's size, and the larger of those two prices the label.
Nobody at a carrier hub separates the contents from the carton. Whatever crosses the belt is the weight of record.
Three of these come out of packaging and product labeling. The fourth is invented by carriers and is the one that ends up on the invoice. People conflate them because two of them are usually close together, and then a quote comes in short.

Net and gross diverge by whatever your packing habits weigh. On a dense parcel that gap is a few ounces. On a fragile item packed properly, tare can be a third of the shipment, and it is the reason a seller who quotes from a product spec sheet always under-buys the label.
Picture twelve 12 oz bags of coffee going into one carton. The arithmetic below is an illustration rather than a captured shipment, but it is the arithmetic every rating engine performs.

Net plus tare. Round it up to 11 lb, because a carrier rounds a fraction of a pound upward rather than downward.
Now the size check. The carton is 1,680 cubic inches, and 1,680 divided by 139 is a little over 12, which rounds to 13 lb. That size-based figure beats the 11 lb scale reading, so the parcel prices as a 13 lb shipment even though only 9 lb of it is coffee. Four pounds of the invoice are cardboard, paper and air. The coffee carton above lands just under the postal threshold at 1,680 cubic inches, which means the same box would rate at 11 lb through the Postal Service and 13 lb through the other two. That one-inch difference in carton height is worth more than most people's packing tape budget for a year.
A bill of lading wants the weight of each piece as it will be lifted, pallet included. A skid that holds 900 lb of product and sits on a 45 lb wooden pallet is declared at 945 lb, not 900.
Density decides classification, and density is gross weight over the full cube of the wrapped load. Overbuild the pallet and you dilute your own density, which raises the class and the rate with it.
Terminals reweigh. A declared figure that comes up short against a certified scale gets corrected on the invoice, and the correction rarely lands in your favor.

Gross weight, meaning the whole packed parcel as it sits on the scale, compared against the size-based figure for the same carton. Whichever of the two is larger becomes the billable weight and prices the label.
Not by a domestic carrier. Net quantity belongs on the retail label and the packing list, and nothing at the counter or in the rating engine ever reads either one.
It does. A bill of lading asks for the gross weight of each handling unit, so the pallet, the slip sheet, the stretch wrap and the corner boards all belong in the number you declare.
Everything the receiver throws away after unpacking: carton, void fill, tape, dunnage, and on a freight shipment the pallet underneath. Gross minus net leaves you with it.
Two usual causes. The carton got measured and its size-based figure beat the scale reading, or the scale reading itself was rounded up to the next whole pound before rating.
