On an international sale, in eBay's words, “you are only logistically responsible for shipping the items safely to the domestic eBay International Shipping hub,” and “restrictions, customs paperwork and international shipping are done on your behalf.” The seller never touches a customs form, never picks an international service, and never chooses who pays duty at the far end.

That single sentence is the reason the program exists. Once the hub scans your box in, the risk of a lost or damaged international parcel, a rejected customs entry or a buyer dispute over duty stops being yours. You are paid as though it were a domestic sale, because as far as your obligation goes, it was one. What you give up is control over the international rate the buyer sees and the carrier that carries it, both of which eBay sets.
Because your only shipment is domestic, the cost you plan around is a plain domestic label to a US consolidation point. Heavier stock costs a little more on the same run. A 7 lb box of records, 13 x 13 x 6 in on the identical lane, came back cheapest at $12.46 on USPS Ground Advantage, where the carrier's own counter price for that shipment was $17.65. The lesson for an international listing is that the seller-side cost is a domestic one you can price to the dollar before the item ever sells, which is exactly what an accurate calculator is for.
The program is not the only way to reach an overseas buyer, and for some items shipping it yourself is cheaper or the only option. The trade is control and cost against effort and risk.
