Nothing on eBay actually ships for nothing, but a buyer has four real levers to land on a listing where somebody else is already covering the label: a search filter, a combined-invoice request, a seller's own shipping discount, and reading a free-shipping listing for what it really is. Everything below is something a buyer clicks, not something a seller has to be talked into.
eBay's own search-help page puts this at the top of what a filter can do: “To find items with free shipping, scroll down to the Shipping options filters and select Free shipping.” That filter sits on the left-hand side of the search results page alongside item condition, buying format, return policy and item location, so a search for a specific item can be narrowed to free-shipping listings in the same pass as narrowing by size or color, rather than clicking into every result to check.
Buying more than one thing from the same seller does not automatically combine the shipping charge, a buyer has to ask. eBay's help page on combined shipping tells buyers to “Go to your cart and select Request combined shipping” then “Select all the eligible items you want shipped together.” You can leave the seller a message with the request. Once they act on it, the page states, “they'll send you an invoice and you'll see updated shipping costs in your cart” — the discount only lands once you pay that new invoice rather than the original per-item total.
Not everything qualifies. The same page lists PSA Vault items, local pickup listings, most items that go through an Authenticity Guarantee check, Best Offer purchases and certain eBay International Shipping categories as excluded from the cart's request button, and adds that combining is still the seller's call even on an eligible order. Some sellers run a standing discount rather than free shipping on every listing. eBay's shipping-discounts help page describes a tool that lets a seller build a rule off order size or order value, giving the example of free shipping once a buyer spends over a set amount, and states that “Buyers will see these discounts highlighted in your listings.” That means the saving shows up on the item page itself, before checkout, on a store that has one turned on — there is nothing for a buyer to enable, only something to notice.
A listing marked free shipping has not made the label disappear, it has moved the label cost into the number you already agreed to pay. What matters from the buyer's chair is simpler: two listings for the same item, one billing shipping separately and one folding it in, are worth comparing on the total, not on which one says free.
