Postal rules treat cigarettes, smokeless tobacco and electronic nicotine delivery systems as covered products that are generally nonmailable, and the exceptions run through applications, counter presentation and age checks at delivery. We asked our own calculator to price a carton on 2026-07-28 and it returned a restricted item message instead of rates, which is what it does for the whole category.
This is not carrier preference. Congress wrote the framework and the Postal Service wrote the sections that carry it out.
Publication 52 chapter 4 devotes a section to covered products, and its enforcement language is unusually direct.
Seizure and forfeiture is a different order of consequence from a returned parcel, and it applies to shipments that merely fail one condition of an exception rather than only to outright smuggling. That asymmetry is why our filter declines the category rather than trying to judge eligibility from a product title.
Every exception exists for an institution or a tightly bounded personal case, and each one carries conditions that a consumer checkout cannot satisfy.

Read the individual exception closely and its shape becomes clear. Ten ounces is a tiny allowance, the mailing has to be presented in person with the addressee age confirmed aloud, and the recipient signs for it after a postal employee checks photo identification. It exists for a gift between two adults, not for a marketplace listing.
We ran the obvious test rather than describing our own behavior from memory.
A carton of cigarettes typed into the SMKlog calculator on 2026-07-28, Newark to Atlanta, produced no rates at all. The response carried a restricted item label and the plain sentence that online labels are not available for tobacco, nicotine, vape products or alcohol, and that these contents need a carrier-specific review path before online checkout can be offered. Cigars, pipe tobacco and nicotine pouches meet the same wall in our system even where postal treatment of them differs.

Empty humidors, pipe stands, ashtrays, lighter cases and tobacco tins with nothing in them are ordinary goods and quote like the box above. Describe them as empty and the rate list arrives without a hazard note.
Electronic nicotine delivery systems sit inside the covered products definition, devices, parts and liquids alike, which our vape guide covers with the carrier positions attached. Nicotine content is not what decides it.
UPS lists tobacco among the goods it moves only under a contract with an approved shipper. Nothing in that arrangement is open to a private seller with a printer and a box of cartons.
A parcel declared as candy that holds cigarettes is nonmailable matter presented under a false description. The postal sections above give the Postal Service seizure and forfeiture authority over exactly that shipment, and no carrier liability survives it.
