USPS Hold For Pickup
Hold For Pickup is chosen by the sender when the label is bought, and it tells USPS to keep the parcel at a named Post Office for a specific person to collect rather than attempting a doorstep delivery. The Domestic Mail Manual sets the terms: a second notification after 5 days, return to the sender at 15 days, and photo identification at the counter (per pe.usps.com section 507.3.2.1, checked 2026-07-28).

Shared halls, building sites, vacation lets. Anywhere a box on a step is an invitation, a counter is the safer destination.
The written rules
This is one of the rare recipient-facing services with its terms spelled out in regulation rather than marketing copy. Section 507.3.2.1 describes it as available at the time of mailing for mailers meeting the relevant standards, allowing mailpieces to be held at a designated Post Office location for pick up by a specified addressee or designee.

Two of those rows matter more than the rest. The second notification is a courtesy, not an extension, and the return date does not move because of it. And the ID requirement is real: a designee turning up without acceptable identification leaves empty handed, which is a miserable way to discover the rule.
Hold For Pickup against General Delivery
People reach for these two interchangeably and they behave very differently. Hold For Pickup attaches to one specific parcel that a sender flagged. General Delivery is a standing arrangement for someone without a fixed address at all, used for mail in general rather than one tracked box.
The practical difference is who decides. With Hold For Pickup the sender makes the call before the label prints, so a buyer cannot convert an ordinary parcel into a held one after the fact. What a recipient can do after the fact is ask USPS to hold an inbound item at the local Post Office through Delivery Instructions, which is a separate mechanism described on our Delivery Instructions page.

Express runs on a shorter fuse
Priority Mail Express gets three days to the second notice and five before it goes home. Choosing the fastest service and the slowest collector is a combination that ends in a return.
Tell the recipient which office
The holding location is not always the nearest one to the address. Send the tracking link with the label so the collector can read the location off the scan instead of guessing between two branches.
