What changes on October 18
Until now the discounted USPS rates on eBay used two rate groups by destination: standard and rural. From October 18, 2026, USPS Ground Advantage uses standard rates plus three geographic groups, B, C and D, chosen by the destination ZIP code of the package.
- Only Ground Advantage. eBay's notice says Priority Mail has no pricing updates at this time.
- Not an overall rate increase, according to eBay. Prices may vary more by destination, rising for some ZIP codes and falling for others.
- USPS may adjust these geographic rates periodically, so the group a ZIP code sits in is not a one-time fact.
- Listings with calculated shipping pick up the new price on their own. Free and flat shipping do not: the seller absorbs any difference.

Which ZIP codes moved
| Group | ZIP codes | Where they came from |
|---|---|---|
| Standard | Every ZIP code not in a group | Unchanged |
| Geo B | 7,625 | Priced as standard until October 18 |
| Geo C and Geo D together | 17,866 | Exactly the ZIP codes on the February 23, 2026 rural list, now split in two |
| All three groups | 25,491 | Listed in eBay's reference file |
So for a ZIP code that was already rural, the change is a regrouping: it lands in C or D. The open question is group B, because those addresses leave standard pricing for the first time, and neither eBay nor USPS has said whether that makes them dearer or cheaper. When Value Added Resource priced one destination from each new group at 1 oz, 5 lb and 20 lb, eBay Labels returned the same price for an October 16 and an October 19 ship date, so the new rate cards were not visible yet.

What does not change
- The USPS published price list. Notice 123, effective October 4, 2026, prices Ground Advantage by weight, zone and size, at retail and at commercial prices, and has no ZIP code groups anywhere in it. At the counter, a ZIP code matters only through the zone it sets.
- The holiday prices. USPS's temporary holiday prices run from October 4, 2026 to January 17, 2027 and are a separate change; the amounts are on our peak season surcharge page.
- Priority Mail, for now, on eBay's own word.

What to check if you sell on eBay
- Open the ZIP code list linked from eBay's announcement and look for the places your buyers usually are, group B first.
- If you offer free or flat shipping on Ground Advantage, price one label to a group B ZIP code on October 18 or later and compare it with what you charged before.
- If you use calculated shipping, there is nothing to change: the buyer sees the new price for their ZIP code.
- Keep in mind that USPS may move ZIP codes between groups again, so a check now is not a check for good.
Geo-based pricing questions
What is USPS geo-based pricing?
From October 18, 2026, the discounted USPS Ground Advantage rates eBay passes to its sellers depend on which of four groups the destination ZIP code falls in: standard, or geographic group B, C or D. It replaces the earlier split into standard and rural ZIP codes. Priority Mail is not part of it.
Will Ground Advantage cost more?
eBay says it is not an overall rate increase and that some ZIP codes will go up while others go down. It has not published the new rate cards, so the size of either move is not known yet. The 7,625 ZIP codes in group B are the ones to watch: until now they were priced as standard.
Does this change the price at the Post Office?
No. The USPS published price list, Notice 123 effective October 4, 2026, prices Ground Advantage by weight, zone and size only, at retail and at commercial prices alike. It has no ZIP code groups.
Which ZIP codes are in the new groups?
eBay links a ZIP code list from its announcement. Value Added Resource compared it with the February 23, 2026 rural list: groups C and D together are exactly the 17,866 ZIP codes that were already rural, and group B holds 7,625 ZIP codes new to the list, 25,491 in all.
