Portugal is one of the smoother European lanes. No service is suspended, the box you can send is generous, and the Azores and Madeira travel on the same products as Lisbon. Two national rules and the usual European Union customs paperwork are the whole of the fine print, and they are worth knowing before you pack. USPS applies one of two size envelopes to each destination abroad, and Portugal gets the larger one. That matters for anything long, because the difference between the two is real.

The Azores and Madeira are not a separate destination. The listing serves them under their own postal codes, Ponta Delgada 9500, Angra do Heroismo 9700 and Horta 9900 in the Azores, and Funchal 9000 on Madeira, and they ride the same products as the mainland. For flat-rate cartons the ceiling is 20 pounds to Portugal, or lower where the country limit dips beneath it, so a box packed to its printed capacity can cross the line before it reaches the counter.
Beyond the customs union's requirements, Portugal keeps two conditions of its own that catch ordinary parcels. Neither is obvious from a shipping label.
The listing admits banknotes only when the addressee holds a Bank of Portugal license. Currency, securities, precious metals and jewelry sit in the prohibited group for ordinary mail regardless, so this is a narrow opening rather than a general allowance.
Medicaments require the authorization of the Director General of Health of Portugal. A parcel of medication sent without it is a hold at customs, not a delivery, so the recipient should have the paperwork in hand first.
Import permits must be obtained for shipments the Portuguese authorities regard as commercial. A private gift is treated differently from a shipment that looks like stock for resale.
The prohibitions themselves hold one entry an American sender rarely expects: cigarette lighters and refills containing butane gas are barred, named alongside arms, tobacco, live plants and animals, human remains, and lottery tickets and advertisements. A butane lighter is a common thing to slip into a care package, and it is exactly the thing that stops one.
Since July 1, 2021 the exemption that once let low-value parcels into the European Union without tax has been gone, and Portugal's listing records it: value-added tax now attaches to imported goods whatever the parcel is worth. The practical effect is that the recipient may be billed a small amount on delivery even for an inexpensive item, so a gift is worth marking honestly rather than under-declaring in the hope of dodging a charge that no longer has a floor.
The listing also asks for the country of origin of each article and the sender's Economic Operator Registration Identification number if one has been assigned. Commercial shipments and personal shipments valued over 300 United States dollars need a commercial invoice, and every item containing goods needs the six-digit harmonized system code for each article on the declaration. A local telephone number is requested for a street address and required for a post office box, so a parcel to a Portuguese post office box without a phone number is incomplete on the face of it.
Registered Mail is available for First-Class Mail International, with a return receipt sold only alongside it. Shipping protection is offered on the two Priority Mail International products for merchandise. Restricted delivery, international postal money orders and international reply coupons are listed as not available, and the postal channel does not settle a recipient's customs charge in advance. Whatever Portuguese customs assesses is collected at the door.
