The 70 lb figure is the general ceiling; usps.com states some countries carry a lower restriction and points senders to the country-specific listing for the actual destination. A suitcase headed to the United Kingdom, for instance, is capped at 66 lbs on that country's own page rather than the general 70. Check the listing for wherever the bag is actually going before assuming the general number holds.
When a forwarder still cuts the bill
For a bag headed to Canada, the UK, Germany or Australia there is nothing to arrange: the checkout prices that crossing itself, so the cheapest route is whichever live rate comes back lowest. For every other country the lever is real, and it rarely comes from picking a carrier.
