"Many major markets" means the seven-day coverage is geographic, not universal, so a rural delivery point can be inside the class and outside the Sunday footprint. "An additional fee" means the premium is charged on top of the postage, and USPS quotes it at purchase rather than printing it in the price ladder, so no honest page can tell you the amount in advance.

Every window that came back is counted in business days, which is the tell: Saturdays and Sundays are not what those numbers are measuring. The UPS Ground Saver row returned no window at all, so we are not going to state a transit time for it. Carriers reprice constantly, so treat this table as a dated snapshot rather than a quote.
Because USPS scopes the seven-day promise to major markets, the honest way to check a specific address is to price the shipment for that address rather than to trust a national statement. Coverage maps for weekend routes are not published in a form a seller can plan against.
Buying a label on Sunday is fine and costs nothing extra; the parcel simply enters the network at the next acceptance. What you cannot do is make an ordinary ground parcel move on a day when the routes are not running.
