Priority Mail on a Flat Rate Envelope is the fastest legitimate way to buy Certified Mail: 18.45 USD total, a 2-3 day window, and a mailing record that Express would never sell alongside it in the first place. Ground Advantage undercuts it on price and gives up the speed; a bare First-Class letter with Certified is the cheapest version of the pairing but rides USPS's slowest transit range at 1-5 days. Add an electronic Return Receipt to any of these for 2.91 USD more, or the hard-copy green card for 4.65 USD, if the mailing record needs to name the specific person who signed for it.
