The gap this opens
An envelope dropped in a collection box ahead of a weekend or a holiday can be processed days later and carry that later date. On a filing deadline, days are the entire game.
People send a paper return certified for one reason, and it is not speed. Sending it certified produces a dated receipt in your own hands, which is the piece of evidence the timely mailing rule turns on. Since December 2025 the way a postmark gets applied has changed, and that makes where you hand the envelope over matter more than it used to.
A stamped counter receipt is the record that survives a question two years later.
Internal Revenue Code section 7502 treats a mailed return as filed on the day it was posted rather than the day it landed. The Taxpayer Advocate Service states it in one line: if your return or payment is postmarked on or before the due date, the IRS will treat it as timely
, even when it arrives later. Everything else on this page is about making that postmark date provable.
Where certified mail comes in: the envelope goes into a machine and out of your control, but the receipt does not. Certified Mail, per the Domestic Mail Manual, provides the sender with a mailing receipt and, upon request, electronic verification that an article was delivered or that a delivery attempt was made
. The mailing receipt is the half that matters for a filing date. The delivery half matters later, if anyone claims the envelope never showed up.

USPS adopted new postmark rules with an effective date of 24 December 2025. The Taxpayer Advocate Service describes the effect this way: postmarks are applied when mail reaches automated processing, not when USPS first receives it
. The date on the envelope is now tied to a processing plant, not to the moment you let go of it.

The guidance is to go to a post office counter and make sure the postmark is stamped on the envelope at the same time you place it in USPS custody and that you obtain a receipt reflecting that date
.
Asking a clerk to hand-stamp the envelope helps the envelope. As the same guidance notes, it does not create a document you can retain as proof
, which is why the certified receipt is worth the extra step.
| What you hold | What it establishes | When it matters |
|---|---|---|
| Stamped mailing receipt from the counter | The date the envelope entered postal custody | Any argument about whether the filing was on time |
| Certified Mail tracking record | Delivery, or an attempted delivery, against that article number | An argument about whether it arrived at all |
| Return Receipt, paper or electronic | A signature from whoever accepted the envelope | Correspondence where naming the recipient matters |
| Your copy of the return | What was inside the envelope, in your own file | Rebuilding the filing if the original goes astray |
Certified Mail is an add-on to a class of mail rather than a class of its own, and the manual lists it against Priority Mail and First-Class Mail. Buying it changes nothing about how fast the envelope travels. Our separate breakdown of how long certified mail takes walks through why the sticker adds no speed at all.
Private delivery counts for the same timely mailing treatment, but only through services the IRS names. The list published on irs.gov, last updated 28 April 2026, covers FedEx First Overnight, Priority Overnight, Standard Overnight and 2 Day, UPS Next Day Air, Next Day Air Early A.M., Next Day Air Saver, 2nd Day Air and 2nd Day Air A.M., along with named DHL Express and international products. Ground services are not on it.
the private delivery service can tell you how to get written proof of the mailing date.

Certified Mail is bought at a post office counter, and that is the right place for a return. We do not sell it, and a page that pretended otherwise would waste your afternoon. What we price is parcels: if you are sending records, a binder of receipts or anything with weight to it rather than a flat envelope, the calculator shows live carrier prices side by side and the label prints at home with tracking on it.
The postmark date is what settles that, under the timely mailing rule in section 7502. Certified Mail earns its place because the counter receipt records that date on paper you keep.
You can, but the date stamped on it may not be the day you dropped it. Under rules effective 24 December 2025, postmarks are applied when mail reaches automated processing, so a weekend or holiday drop can carry a later date.
Only if you want the recipient signature on record. A signature answers who took the envelope; it does not change the mailing date the counter receipt already documents.
Only through the delivery services the IRS designates, and that list names particular overnight and two-day products rather than ground. The IRS adds that the delivery company can tell you how to get written proof of the mailing date.
The mailing receipt stamped at the counter, filed with your copy of the return. Asking for a hand-applied postmark on the envelope alone leaves you nothing to put in the folder.
