A loose wheel is a different parcel than a whole bike. The wheelset quoted cheaper than the single wheel here despite weighing almost twice as much, because it rode a shorter zone to Chicago while the single wheel went coast to coast, to Seattle. Neither quote returned a USPS rate on the day captured; both boxes cleared UPS and FedEx ground services instead. Zone beats box weight on a parcel this light, which is the opposite of what most people expect before they check.

Not on its own. The cassette adds a little weight but stays inside the same box footprint, so it rarely changes which price band the parcel lands in. What actually moves the price is the box size and the distance, not which wheel it is.
Let some air out if the wheel is still mounted with a tire and tube, enough to soften the tire without fully flattening it. A rock-hard tire under cardboard transmits every bump straight to the rim; a fully flat one lets the tire bead shift.
